- Managing the procurement function in accordance with established procurement guidelines.
- Overseeing the full procurement cycle with high operational efficiency, including purchase requisitions, supplier sourcing, quotation analysis, purchase orders, and supplies management processes.
- Collaborating with internal stakeholders to understand procurement needs and preparing tenders, quotations, contracts, purchase orders, and related documentation.
- Liaising with vendors to ensure compliance with procurement workflows and requirements, negotiating pricing, terms, and contract conditions as appropriate.
- Conducting evaluations of tenders and quotations, and preparing recommendation reports and supporting documents for management approval.
- Managing appointed vendors and reviewing performance evaluations of the vendors in collaboration with internal stakeholders.
- Reviewing and updating procurement guidelines on a regular basis to ensure continuous relevance and compliance.
- Performing any other duties assigned by senior officers.
skills & experiences required.
- A bachelor's degree in procurement, supply chain management, business administration, or related disciplines.
- Minimum 7 years' relevant experience in procurement, preferably gained from a sizable public organisation.
- Strong organisational, communication, and interpersonal skills to collaborate effectively with diverse stakeholders.
- A proactive, self-motivated mindset coupled with good business acumen.
- Proficiency in using PC applications including Microsoft Word and Excel.
- Good command of written and spoken English and fluent Chinese (including Cantonese and Mandarin).
